I used inkscape and re-designed a new cover. The, I followed the instructions here:

on how to update the book cover. In summary, it involves the following steps:
- Go to your Bookshelf
- Click the ellipsis button ("…") under KINDLE EBOOK ACTIONS or PAPERBACK ACTIONS next to the book you want to update
- Choose Edit eBook content or Edit paperback content. This takes you to the Content page
- Scroll down to the "Cover" section
- Choose Launch Cover Creator or Upload your cover file to update your cover or upload a cover you already have. Once the content completes the upload process, the message "Cover uploaded successfully" will appear and the conversion process will start. (This can take several minutes depending on the complexity of the file)
- Go to the "Kindle eBook Preview" or "Book Preview" section
- Click Launch Previewer and make sure your updated cover looks as expected
- Click Save and continue. This takes you to the Pricing page
- Click the publish button at the bottom of this page
After completing the design, I exported the png file, then used gimp to convert to jpg at 90%.
I then submitted the new cover to amazon kindle. Note that book covers must be in jpg format. See Fig 2 below.

The status sates: Updates in review and the date and time I submitted is 27-April, 2019 at 6.30 pm.
Upon checking the following morning 28-April, 2019 at 10 am, I was pleasantly surprised that the updates were already approved and was LIVE. Looks like the update took less than 24 hours!
